What is the best way to ask for the X280 evaluation source and bitstream files?

Are you looking for a free core or a core you can license? SiFive no longer has any free cores. You need to look elsewhere for that. If you want a core you can license, then you need to contact sales via the SiFive Core Designer site. scs.sifive.com Log in, configure a core that you want, and then ask sales for access to an eval copy of it. I don’ t know how that process works, but you will need to be a serious customer to get access to an eval core. The forums can not help you get access to a proprietary core like the X280.
If you want a free core to run on FPGAs, that is a different discussion. I’d suggest starting a new thread with a more relevant title if that is what you want.
