Schematics Licence

Hi,
I looked at the schematics for this board here: https://sifive.cdn.prismic.io/sifive/c34f4c7f-0d3a-493e-8a19-a0b18f8a4555_hifive1-b01-schematics.pdf.

It was my understanding that the hardware is open source, so if I want to do changes to this board I can. However according to this link it is a No commercial, No modifications licence, so I can’t. Am I missing something?

If this is really the case, do sifive offer a paid licence that can be purchased that will allow me to do this?

I believe it’s just the SoC’s RTL that’s open (at GitHub - sifive/freedom: Source files for SiFive's Freedom platforms)?

It would be great if SiFive publish they PCBs the similar way as SparkFun, with Creative commons BY-SA or even CC-BY license.
