Verification of processor and chip content

Hello,

How can the user verify the contents of the processor and the chips?

Is the processor itself built following only a open hardware design (and not just the ISA that is open)?
Would there also be possible to examine content of the processor (ensure no malicious code, backdoors etc present)?
Possible to open the chips and examine the contents without ruining the chip?
