There is no support for the LED’s in the Ubuntu server image.
Also, the board comes with the switches set to 1011 already. See Figure 4 on page 14 of the getting started guide.

Ensure that the boot mode switch (SEL) is set correctly. You mentioned setting it to “1011,” but let’s verify that it’s in the correct position for your board version.
On Version 2 boards, the silk screen describing the orientation of the boot mode select switch is incorrect. You can identify Version 2 by the Board Assembly Number Label (HF105-ASSY-2A0) on the board.
Make sure the switch is firmly set to the desired position.
The LED D2 is an RGB LED that changes color during the boot process. It can serve as an indicator of whether the board is hanging.
What color is the LED D2 currently displaying? If it remains off, it might indicate an issue with the boot process or hardware.
Connect a serial console (such as a USB-to-serial adapter) to the board’s UART header.
Check if there are any messages or logs during the boot process. This can provide valuable information about what’s going wrong.
Confirm that the SD card is properly inserted and functional.
Double-check the Ubuntu server image (22.04.4) you installed. Ensure that it’s compatible with the HiFive Unmatched board.
Verify that the power supply to the board is stable and meets the required specifications.
While it’s unlikely that the hardware is broken, we can’t rule it out completely.
