Programming FPGA using JTAG through Hifive Sifive RISC-V Unmatched Board

Is it possible to program Intel Arria 10 GX Programmable Acceleration Card by using JTAG Header interface of RISC-V Hifive Sifive Unmatched Board.Kindly provide suitable steps and project flow if available
